RAG Data Residency Controls: Constraining Ingestion, Embedding, Retrieval, and Disaster Recovery Regions
A vector database in a designated region does not mean RAG data never crosses borders. This article uses versioned residency policies, regional evidence, and egress gates to cover parsing, model calls, caches, logs, and recovery.

"The vector database is deployed in Frankfurt" does not prove that RAG data stays in Europe. Source documents may be pulled by a connector in another region, sent through a global queue for parsing, and then passed to an automatically routed Embedding API. cache, trace, and cross-region backups can create additional copies. Enterprise Knowledge Base RAG describes the ingestion pipeline; this article focuses only on where each stage is permitted to read, compute, store, and recover data.
How data-residency requirements, cross-border transfer rules, GDPR Chapter V, and similar rules apply should be determined by legal counsel and data-governance owners. Engineering teams must not translate a cloud service's certifications directly into permission for tenant data to cross regions. They must enforce approved, versioned, machine-readable contracts.
Express Regional Requirements as Data Policies
Do not select a processing location from a user-forgeable X-Region header. The tenant registry supplies a trusted residency.policy.v1:
{
"tenant": "t_eu_42",
"policyRevision": 17,
"homeRegion": "eu-central-1",
"allowedIngest": ["eu-central-1"],
"allowedProcessing": ["eu-central-1", "eu-west-1"],
"allowedStorage": ["eu-central-1"],
"allowedRecovery": ["eu-central-1"],
"providerProfiles": ["embed-eu-v3"],
"dataClasses": ["internal", "personal"],
"effectiveAt": "2026-07-18T00:00:00Z"
}
Region IDs come from a fixed enumeration. providerProfiles binds endpoints, deployment modes, contract or documentation revisions, and egress classes. Policy revisions increase monotonically, and old jobs, cache entries, and index release artifacts must all revalidate them. Subject permissions remain governed by RAG Access Control at Retrieval, while the regional policy separately constrains processing locations.
Source resources and derived chunks carry the tenant, data class, home region, policy revision, and source version. If vectors remain linked to document IDs, tenants, or identifiable content, they inherit the source document's labels. Items with missing fields, an unknown region, or an outdated revision are quarantined.
Compile in the Control Plane, Execute in the Data Plane
The control plane compiles policies into partitioned queues, object buckets, indexes, KMS keys, service accounts, endpoint allowlists, logging, and backup plans. Workload identity can prove only the caller and the configuration's ownership, not the CPU's physical region. Placement evidence for customer-controlled resources comes from resource inventories with region metadata, immutable deployment configurations, cloud control-plane audits, and network boundaries. Identity is used only to correlate this evidence. Workers must still reject regions self-reported by payloads, while egress restrictions constrain DNS, redirects, and the final endpoint.
A managed-model profile freezes the supplier contract, officially documented processing scope, and deployment type. The same product may offer regional, global, or data-zone routing; code may call only approved endpoints. An ordinary request ID can only correlate a call and is not physical-region attestation. If a supplier does not provide per-request regional proof, its actual internal processing locations must be marked as technically unverifiable. The system can record only supplierAssuranceRevision and must not present a complete actualRegions list as though it were verified. When the supplier's documentation changes, create a new profile for review.
Messages store only object references and a policy digest; the content remains in-region. Before reading, a worker authorizes the request and verifies the digest, and it writes output only to permitted destinations. The tenant context from MCP Multi-Tenant Isolation propagates through jobs, retries, and cache keys. Multi-region systems must also include the region and policy revision, preventing global caches from mixing data across regions.
Index Releases Must Also Prove Their Placement
Each region independently builds an immutable index. Its manifest records source digests, the policy digest, builder configuration, model profile, shards, backups, and counts. Before promotion, enumerate the resource regions of customer-controlled objects and prove that customerResourceRegions is a subset of allowedStorage. Replicas, snapshots, temporary buckets, and dead-letter queues are all in scope. Managed models bind only a supplier-assurance revision; do not record invisible internal copies as enumerated facts.
Retrieval is routed to a fixed region according to tenant policy and is not forwarded to an unapproved cluster even during congestion. Aggregated results may cross regions only after a re-identification risk assessment, minimization, and governance approval, with the approval revision recorded. Aggregation is not inherently anonymous or irreversible. Public documentation must likewise be approved as a data product before crossing regions and cannot bypass lineage controls.
Validate with Resource Inventories and Egress Canaries
Acceptance uses two evidence tables. For customer-controlled object storage, indexes, replicas, snapshots, queues, KMS, cache, and log sinks, use API inventories, immutable configurations, control-plane audits, and flow logs to prove that customerResourceRegions - allowedRegions = 0 and that there are zero unknown locations. For managed models, prove that the endpoint allowlist and the contract or official-documentation revision are current, and explicitly list the processing scope that cannot be verified per request. Billing records, identities, and request receipts provide correlation only and cannot replace regional proof.
Write canary data in an isolated tenant and run ingestion, Embedding, queries, logging, backups, and recovery. Customer resources must be readable only in permitted regions. Inject jobs into the wrong worker, make the SDK switch to a global endpoint, mistakenly enable a replication rule, send logs across regions, restore an old snapshot, and repoint DNS. Managed-supplier tests prove only routing and rejection behavior; they do not justify claims that all of the supplier's physical processing locations are visible.
The hard invariants are zero out-of-policy requests and zero out-of-policy replicas. If the primary region is unavailable and allowedRecovery contains no other region, return an explicit unavailable response or provide only public capabilities that contain no restricted data. Do not cross regions without authorization merely to meet an RTO. The hot-standby choice in Cloud Disaster Recovery and Multi-Region Architecture must be constrained by the residency policy. Disaster-recovery drills must also record processing locations, not just recovery duration.
Roll Back Routing and Quarantine Artifacts That Already Crossed Boundaries
Start a release by computing the old and new placement plans in shadow mode and comparing the resource regions they would add or remove. Next, create a complete index and run a recovery drill for a test tenant. Finally, switch tenants individually while keeping each tenant pinned to its selected route. If misrouting is detected, immediately disable the corresponding provider profile and cross-region workers, advance the deny revision, freeze objects and logs in the destination region for a security investigation, and rebuild from a source snapshot in a lawful region. Copying an out-of-policy replica back does not mean the incident never occurred.
If a new policy incorrectly rejects requests, the previously approved policy and routing code can be restored, but legal or contractual facts that have already taken effect cannot be rolled back. A governance owner must explicitly approve the revision. Older service versions that do not understand the current schema must keep restricted tenants disabled. LLM Disaster Recovery addresses service resilience, while residency gates determine which recovery methods can be executed lawfully. Reliable multi-region RAG is not about being "closest to the user." It is about following only paths proven to be permitted during normal operation, congestion, and disasters.
